Why hasn’t all the money been spent yet?

Engineering, permits, procurement, contracts and construction precede final payment. Expenditure is a lagging measure of infrastructure progress. A committed project is not the same thing as money sitting idle.

Total nitrogen means all forms of nitrogen entering the water. These numbers are engineering estimates of pollution prevented or removed, not pounds physically sampled from lagoon water. “Per year” is an annual estimate; one-time removal is counted separately.
